Harry Callaghan, della polizia di San Francisco, è un duro. Incaricato dell’indagine su un pazzo che ha già ucciso e ricatta la città minacciando omicidi a catena, per un po’ riesce a neutralizzarlo. Alla fine c’è un altro omicidio. A questo punto Callaghan entra in azione e, nonostante i bastoni messigli tra le ruote da superiori e procedure, riuscirà a fermare lo scatenato killer…
